The Spencer Spanking Plan is said to have come out of America in the 1930's , supposedly copyrighted in 1936 . The plan took the form of a written agreement between couples ( and young women living away from home ) to accept corporal punishment for infractions of agreed written rules . I have yet to see a copy dating from the 1930's , or even the following two decades . I think that it would be easier to find a Gutenberg Bible . As an historical document , the Plan may well be an urban myth . Nevertheless , many sites reproduce the Plan as genuine . The same argument applies to the " Spencer Paddle " , which I suspect may have been an ordinary hair or clothes brush . I think the paddle was introduced to allow the " weaker " female to provide the same pain level as the " stronger " male . In practice , this may not be so and thresholds can increase over time . Beware of snake oil salesmen selling " Genuine Spencer Paddles " !
Another possible snake oil salesman is spencerplan.org , I am suspicious because I have not heard of the site before and The Internet Archive ( http://web.archive.org/web/*/http://www.spencerplan.org ) only has three listings , dating from 2007 : Jun 21, 2007 ,*Sep 19, 2007 and Sep 21, 2007 . A WHOIS search shows that spencerplan.org was " Created On:30-Apr-2007 19:51:44 UTC " . From a cursory search , I could lot find any links to spencerplan.org from recognised educational sites .
Spencerplan.org states that :

The first mention of the Spencer Plan being used was in a 1929 notation from Mrs. Spencer's diary, the use of which spread by word of mouth until sometime around 1935 when Dorothy Spencer began work on her manuscript.
